Legal aid Bill is going through parliament

The Legal Aid, Sentencing and Punishment of Offenders Bill has been agreed by MPs, and now goes to the House of Lords for further scrutiny. The Government is using this Bill to bring in the proposed reforms of civil litigation funding and costs.

The Bill received its second reading by MPs on Wednesday 29 June, which APIL produced a briefing for and this briefing can be found here. On Tuesday 12 July, the Bill entered its House of Commons committee stage, and on Thursday 14 July, Muiris Lyons, immediate past president of APIL, gave oral evidence to the Bill committee. The transcript of this evidence can be read here. APIL followed up the oral evidence session by submitted written evidence to the committee, which can be viewed here. The Bill completed its journey through the House of Commons on Wednesday 2 November.

 

The Bill recieved its second reading in the House of Lords on Monday 21 November, and entered committee stage on Tuesday 20 December.

 

Peers who spoke at second reading were issued with APILs updated parliamentary briefing, which can be viewed here, and they were also sent a post card with APILs key messages, which can be viewed here. 

 

To assist peers during committee stage, APIL produced talking points on Clause 43, which prevents the recoverability of the success fee, and Clause 45, which prevents the recoverability of the ATE insurance premium.
